This edition contains all laws and by-laws approved by Congress through May 1th, 2016.There may be additional by-laws and interpretations after this date as well as amendments to the by-laws which may affect this edition. Please check the Global Upasaka Federation(hereinafter referred to as GUF) website (www.XXX.com) for alisting of all new by-laws, by-law amendments and interpretations which may be in force.
1.1 NAME 名称
1.1.1 The name of the Federation shall be Global Upasaka Federation and shall be abbreviated GUF.
1.2 OBJECTIVES 宗旨
1.2.1 The objectives of GUF, a non-profit organization according to the decision of the board, shall be:
To Promotion and propagation the true dharma; Help Upasaka in accordance with the dharma of daily practice; To frame and interpret GUF Rules and Regulations; Raising the level of personal cultivation in membership;
1.3 MEMBERSHIP 会籍
1.3.1 Members of GUF shall be Upasaka
1.3.2 No discrimination shall be allowed any dharma-mukha or person on grounds of gender, race, religion or politics.
1.3.3 All the members shall recognize GUF as the International Federation for Upasaka practice, and shall be bound by their agreement of rules with GUF.
1.4 AFFILIATION 入会
1.4.1 Member wishing to become members of GUF must submit a written application clearly stating the acceptance of the GUF Constitution and the GUF Code of Ethics and Conduct for their association and its members.
1.4.2 Applications for Member join GUF, must be accompanied by:
Copy of the applicant’s current Constitution;A statement clearly accepting the GUF Constitution; The membership fee for the current year.
1.4.3 The director general will evaluate the application for Member Association affiliation.
1.4.4 The director general satisfied that the application for Member Association affiliation is in order, when final affiliation will be submitted to secretary general. Secretary general decide whether or not to award membership.
1.5 ORGANIZATION 组织
1.5.1 GUF is governed through Laws and Bylaws. Changes to the laws and bylaws may only be made by board of directors.
1.5.2 Board of directors elects, and to it are responsible, the following offices of GUF, Namely:
The Vice Presidents;
The Director General;
The Secretary General;
1.5.3 Secretary General and the Director General participate in all activities of whole work with executive power.
1.6 THE PRESIDENT 会长
1.6.1 The President represents GUF.
1.7 THE VICE PRESIDENTS 副會長
1.7.1 There will be two Vice Presidents.
1.7.2 Each Vice President will have liaison with and oversight of various aspects of GUF.
1.8 The Director General 理事长
1.8.1 Responsible for monitoring all the director of the work
1.9 The Director 理事
1.9.1 Directors representing GUF exercise their functions and powers, handle their own affairs
1.10 THE SECRETARY GENERAL 秘书长
1.10.1 The Secretary General is the officer responsible for the correct and efficient functioning of GUF's administration.
1.10.2 Keep an orderly account of GUF finances and published.
1.11 The Supervisory General 监事长
1.11.1 Keep in touch with the supervisors, listen to opinions and Suggestions and submitted to the board of directors.
1.12 The Supervisory 监事
1.12.1 Responsible for monitoring all managers are violation of the laws, regulations and the articles of association.
1.13 HONORARY OFFICERS荣誉官员
1.13.1 Congress may elect Honorary Presidents and Honorary Vice Presidents, who will be distinguished persons whom GUF desires to honors.
1.14 SUBSCRIPTION AND LEVIES 会费及其他费用
1.14.1 The financial year of GUF runs from January 1st to December 31st in any year.
1.14.2 Congress will decide the amount of the yearly subscription fee paid by each members and the currency in which it will be paid.
1.15 AUDITING 审计
1.15.1 The income and expenditure account and balance sheet are to be audited yearly.
1.16 OFFICE 办公室
1.16.1 The official headquarters of GUF is in China.
1.17 OFFICIAL LANGUAGES 官方語言
1.17.1 The official languages of GUF are English and Chinese.
1.18 RESPONSIBILITY 责任
1.18.1 GUF shall in no circumstances accept liability for damages resulting from members of the self practice.
1.19 RESIGNATION FROM MEMBERSHIP 退会
1.19.1 A Member may resign from GUF by sending it in a written application to the Secretary General.
